COPA is a regional nonprofit organization spanning Monterey, Santa Cruz and San Benito Counties, made up of 27 member institutions of churches, synagogues, public schools, school districts and nonprofits. It is COPA’s mission to develop the leadership skills of ordinary people to engage effectively in public life with power to negotiate with public and private sector leaders to change the economic, social, political and cultural pressures on their families.

The Alvarez Youth Leaders came to fruition as part of an organizing strategy in Acosta Plaza. CHISPA, CCA (Center for Community Advocacy) and COPA (Communities Organized for Relational Power in Action) partnered to develop resident leadership who can learn and take action on issues impacting the health, safety and well being of their neighborhood. In order to reach a larger number of young people COPA partnered with the Salinas Union High School District to bring a group of young people together to take on issues and make their community a better place to live.

The Alvarez Youth Leaders are working over the summer to learn more about their school district and the new Local Control Funding Formula (LCFF). They are also interested in learning what other students, parents and community members think about how to best implement this new funding formula and have embarked on on survey campaign to learn more.
